PROPOSAL MANAGER

 

IMC HealthCare, an innovative leader in operating on-site employee health and wellness centers for mid and large employees, has a newly created position available due to growth and expansion. For over 20 years, IMC has been redefining employee health for some of the country's leading organizations. We provide support to these health centers from our corporate office in Jacksonville, Florida.

 

The Proposal Manager oversees the initiation, development and completion of responses to commercial Requests for Proposals (RFP) and develops associated collateral, such as appendices and white papers. They also manage Requests for Information (RFI), medium-sized RFPs as well as large, complex bids.

 

Essential Job Functions

  • Coordinates the work effort of a cross-functional proposal team in creating deliverables required for commercial contract bids. Ensures that appropriate resources, such as operational subject matter experts, are available to and provides appropriate level of detail for the Proposal Manager to complete the RFP.
  • Coordinates team members, and provides leadership and oversight to ensure on-time, quality submittals, including serving as point of contact for all team members, both internal and external.
  • Analyzes solicitation requirements and prepares proposal plans including outlines, tasks, schedules and responsibilities. Evaluates RFPs using IMC analysis method.
  • In conjunction with senior management, Sales and Account Management, develops win strategies for proposals under areas of responsibility, including defining bid parameters and bid positioning and bid scoring.
  • Works with management to ensure plan design and bid specifications are accurately reflected in rates and are competitive within the marketplace.
  • Manages writing and production, synthesizing text and ideas from multiple authors and writing original text as well as manages database response software.
  • Validates each proposals' compliance with RFP requirements.
  • Supports full-cycle activities such as Q/A, best and final offer (BAFO) and analysis of debriefs.
  • Contributes to development of business units' intellectual capital, and tools and systems to support the efficiency and effectiveness in new business development capture.
  • Manages research to proactively find/solicit new RFPs.

Requirements

Education

  • Bachelors Degree in Journalism, English, Marketing or Communications required.
  • Formal proposal development training preferred.

 

Experience

  • Minimum of three or more years in a federal government or commercial proposal environment, with responsibilities for writing and preparing proposals; must include experience leading proposal efforts.

Other Skills/Abilities

  • Excellent written and verbal communication skills and the ability to understand and communicate technical concepts in a compelling and persuasive manner.Advanced knowledge of the federal/commercial contract bid process and requirements, and skills in analyzing RFP requirements.
  • Proven ability to analyze and synthesize information to support development of strategic decisions such as win themes.
  • Excellent management skills to facilitate results across functional groups and organizations, including external organizations; and across many types of professionals.
  • Capable of working under tight deadlines, with the flexibility to work on several projects concurrently.
  • Excellent time and resource management skills.
  • Proficiency in using Microsoft Office application to produce reports, presentations, correspondence and a variety of other materials; graphics software experience is a plus.
  • Familiarity with healthcare environment, including managed care, and healthcare cost recover concepts is desirable.
